Chaos is many things, but yes it is the cause of disaster. Chaos is caused by people. People who are frightened, angry, or desperate. Chaos exists everywhere, in everything.

Example:
At my mall some new type of Nikes were being sold, and everyone was eager to buy them before they sold out. Fights broke out, windows were smashed, and that area of the mall was closed for days.
