There are two definitions for inference. One is that it's a conclusion reached on the basis of evidence and reasoning. The second one is the process for inferring something. For example "his inference on order and health and by inference this one is basically talking about cleanliness" I feel that the passage you're reading is leaning toward more the process of inferring something rather then evidence or reasoning.
