I recommend that you tell the state leaders that these three weaknesses in the Articles of Confederation must be addressed. They require a new plan for government. The three greatest weaknesses in the Articles of Confederation are the following:

"Their was no power to tax...." That is a problem because under the articles of confederation, the government mainly got its money from the people and the states.

But, they couldn't make any one pay taxes, so they were very low on money. That is why that's a problem.

This is how I would rewrite this Preamble so that other people can understand it.

The states could not be forced to obey laws. Thats a problem because with no one being made to follow the laws, everything would be out of control with murders and thiefs. They couldn't make anyone follow the laws. Why? Because they didn't have the Executive Branch. The executive branch makes people follow the laws.
