Both the octagons are regular, so they are also simillar. The arow means that the smaler octagon should be expressed in terms of the larger one. This gives us side_of_larger * scale_factor = side_of_smaller scale_factor = side_of_smaller/side_of_larger = 9/15 = 3/5
