I believe B. It didn't actually "unite" them, but it made them have stronger ties to each other, and feel more unified as a country.

The question is poorly written. There were more that 13 states in 1812. @markchernioglo and @LeeEtchison. You're both good at this. But let's try some more explaining. Not just copy and paste.
