John Locke develops theory of government: CAUSE: Locke was heavily influenced by Thomas Hobbes' philosophy of natural rights - the idea that each person had rights inherent to them, which a government could neither give nor take away. EFFECT:Effect: Locke, in turn, influenced a number of late- and post-Enlightenment thinkers, including Thomas Jefferson Jefferson's Declaration of Independence draws heavily from Locke's "Two Treatises on Government," right down to the idea that life and liberty are inalienable rights
