Newspaper headlines attracted people to the West. Advertisements promised great opportunities. Some American folk songs, like "Clementine," however, gave a more real idea of the journey and life there. Imagine you live in either California or Oregon in 1862. Your task is to create an advertisement encouraging people to move west. However, the law demands truth in advertising. You must be honest about the move. Step One: Choose a format. Your advertisement may be: song lyrics text for a newspaper advertisement Step Two: Create your advertisement.

I think a newspaper advertisement would be best. Look up what was drawing them towards the west (ex. WE HAVE GOLD! WE GOT RICH QUICK!" etc, and use that for your advertisement. You can use a picture of a shovel or something for the advertisement.
