I believe "anything would be safer" would be an independent clause. An independent clause is basically a part of a sentence that could be left by itself and still make sense. If "anything would be safer" were not followed by "than this slippery sleet," it would still make sense and would be a complete sentence by itself. On the other hand, "than this slippery sleet" would be a dependent clause because it is dependent on what comes before or after it in order to make sense, and does not make sense by itself.
