This site has a policy for "Give Help, Not Answers"

Sometimes? Try lots of times.... and yes, that is one of the things Ambassadors try and do. Get people to understand the rules.

I think any true adherent should true to nicely make people keep the rules. Gently making them not only like the site more and more, but also use it just as it need to be.

I message if I see someone violating rules, with a presumption not that they don't care about the rules, but that they just don't know the rules and would they know they would surely not do "such a thing".... (or something along these lines.

just trying to be as nice as possible...... does not mean that if we are sure that someone is violating on purpose, that (s)he shouldn't be reported.

(I always thought though, that this section is only for ambassadors or moderators.)

Sadly, people do not see the good in these things. They think it is a huge, stuffy list. In truth, it is three lines of rules and a page and a half of guidelines to support those three rules.
