I would say the Congressional Record, which is the official record of the proceedings of Congress. Your congressman would probably be able to help you, but you would get his partisan view rather than both sides of the story.

I agree with aaliyahfairgood, the Congressional Record is a primary source. But I would sometimes use the internet or just ask my history teacher. It isn't guaranteed that the internet is correct though.
