"In a compound republic of America, the power surrendered by the people is first divided between two distinct governments...It is of great importance in a republic not only to guard the society against the oppression of its rulers, but to guard one part of the society against the injustice of the other part." Does the author present a case for a strong central government or a week central government?

The author is trying to convey that the government is unorganized/unequal. The government tries to oppress the people, while the higer society (rich) abuses the lower society (poor), the author is trying to say what the government SHOULD be, rather than what it is. Therefore it's saying one has a weak central government.
