"On" and "Off" are used to designate the state of a gene - "on" stands for active, "off" for inactive. When a gene is active or "on", it means it is expressed, and the product it encodes is synthesized - protein or one of the non-protein coding RNAs. When a gene is "off", that means it is in a dormant inactive state.
