Solar costs little to no money to actually run, but can cost a fortune to create.
Coal has no creation price, due to it being a natural resource. However, coal power costs more to run / use, since you have to buy the coal.

and also a coal plant can run night and day generating power at a stable rate whereas a solar plant operates in the day so you're going to need more solar plants to match a coal plant.
