I believe it's none of the above. The sentence is correct as it is. It might seem easier to read if it's "A wooden watch tower stood on the top of the hill" But this is still correct. Comma fault is like "I went to see, my father" and sentence fragment is like "While I was going home"

@Oscarmenot is very right also. Like I said it COULD be in inverted order, but his answer could very well be correct.
