solving inequalities is just like solving equation. The only difference is that, you have an inequality symbol instead of the equals in an equation. 
Your question: 4x + 7 > -13
so solve it like an equation 
so.... 
4x>-13-7 
4x>-20
x = -20/4
x >-5
