If the Earth is 70% water, why do we have droughts? (please give a minimum of 3 sentences)

Earth or at least 70% of it is water because of oceans,lakes,etc. those bodies of water are only in one place. This means that water isn't covering the whole entire Eath it's in one spot. Which shows that if you lived in a place where it didn't rain much the place you live might be in drought due the the lack of rain.
