What is the primary purpose of voting in democracy?

Democracy is a form of government in which eligible citizens may participate equally; therefore, voting is bringing all of the citizens opinions together and they get to choose who their leader is, etc. Voting IS democracy. Without the voice of citizens, there would not be a democracy
