Why can we not block a moderator?

A moderator might have a need messaging you for some important reason having to do with an openstudy policy. Blocking a mod will be a limitation of his power (which for most moderators) is a necessity to have. (By necessity, I mean an efficient and very needed tool for making sure there is not only no violence, but also that negotiations between the user and the moderator -the law of OS are done quietly and politely, without having to suspend and ban right away.
