You are correct that it is improper to start a sentence with the word "and", but we have to look closer at the sentence you are given. The sentence is: I am already late, and I haven't fed the dog. The \(\bf\color{lime}{comma}\) "," splits the sentence into two parts, making it a more complex or "\(\bf\color{lime}{compound}\)" sentence. If we were to make it a simple sentence, it would look something like this: I am already late. I haven't fed the dog. But it doesn't look like that, rather, the two sentences are compounded by adding a comma.
