Well if it's a balanced force, would you think it would move? Intertial force, is Newton's first law. So what do you think?
Balanced means equilibrium so we can get rid of that, it will not accelerate. Frictional force that's kind of obvious it's not that. So we're just left with an unbalanced force.
An unbalanced force changes it's speed and direction
