why an engineer should make and develop efficient machine, even if energy is always conserved?

Because the fact that energy is conserved doesn't mean that all that energy is useful to do work.

So what an angineer attempts to do is to develop a more efficient machine that either produces the same output work expending less input energy or one that requires the same energy as before but increasing the output work (working for a longer time).
