When the government taxes the people too much When the people as a whole do not agree with the policies of the government When they are ruled by a king When the government fails to protect the fundamental rights of the people When the economy fails to create new jobs

The government's job is to protect the natural rights of the governed. That's a basic premise of the DoI. When the government fails in that basic duty, the people have the right to switch governments.
