How do i design an experiment to help conserve/preserve the sea turtle populations ?

An experiment is not going to help conserve animal populations. i think you could approach the question in terms of what causes the populations to decrease, like predation, pollution, decreasing resources, climate change, etc. Here is where the information you know about the sea turtle population comes into play. For example:

"Do oil spills cause a significant decrease in sea turtle populations?"

then you can gather:
1. data on the area about oil spills in the x past years
2. sea turtle censuses
3. other relevant info
