non-governmental organization is an organization that does not belong or have to do with the government (unlike the "governmental organization).
It is a separate organization.

They wouldn't be recognized formally . (formally, - officially, and by the world)

Governmental organizations have to do with government.
They are acting "with" the government, and this is why they are called govenmental.

Just their being recognized though is not as much as a difference than actually cooperating with the (local) government.

I would think that it's A.
Although, thechnically it should be A and B.
