The correct answer is: C. Phrase Fragment.

What is a phrase fragment? It is the subordinate clause in the sentence that cannot stand alone... They must be paired with a independent clause to be a complete sentence.

In this case, that "sentence" is a clause that can't stand alone. It doesn't even have a subject. As you see, it starts right away with the word "holding", which is a verb. It should start off with a subject like "I, She, He...etc....
