The answer is: C. Adjective Clause.

Why? It is easy to spot an adjective clause  when you know what an appositive phrase is.

Examples of appositive phrases:

My friend, who is advanced in ballet, is the best friend I will ever have.
~~ The appositive in this sentence is "who is advanced in ballet"

My blanket, which is as soft as a bear, is one that I've had for a long time.
~~ The appositive in this sentence is "which is as soft as a bear".

Now we can conclude that the answer to this sentence is adjective clause because it's being used in appositive form and describing the storm.
