Chris Spraguer, the page is a template which shows up when the website does not loads properly due to any reason. Refreshing the page fixes the problem :)

It's not a glitch - it's an old site template that the previous Dev Team put in place. When the site fails to load; this hows up. Sprauger is a co-founder.
