B. "A writer's synthesis of ideas" should be cited if the ideas presented are not the author's ideas, although not everyone follows this rule, especially if there are a large number of sources. If you say something like "Almost all film critics agree that Citizen Kane is one of the greatest films of all time" - then you'd have to fill up 500 pages with all the sources you need. But, if you say "A couple notable film critics believe Frozen should not have been nominated for best picture" - you'd best cite that.
