Since there is an absolute sign, you have two equations.\[2x-4\le14\] and \[-2x+4\le14\] The first one is pretty straight forward. And you get \[x \le9\] The other one you have to remember to change the direction of the less than sign since you are dividing both sides by negative 2 So you get\[x \ge-5\]
