*DESDE* + a starting point (in time) in the past
*HACE* + an amount of time

Now, using the options you gave, here is what I mean by "starting point" and "amount of time":

[A] Recojo la basura desde media hora. [*media hora* is an amount of time]
[B] Recojo la basura hace media hora que. [*media hora* is an amount of time]
[C] Recojo la basura desde hace la una y media. [*la una y media* is a starting point in the past]
[D] Recojo la basura desde la una y media. [*la una y media* is a starting point in the past]

Can you now say why A and C are wrong?
