They also pay for law enforcement (police, sheriff and deputies), fire departments, education (teacher salaries, books, schools, etc.), various government and public services, to name a few.

No, the answer is C. B is incorrect because it makes it seems like the government is just frivolously tossing around taxes to make citizens pay for unknown programs.
