C, C++, or Java are all used for Android development. However, the App Developer API is structured around Java with a mix of XML for automatic creation of many parts.

Eclipse is a very popular IDE for this, but Google has a new one that just came out of beta. It is based on IntelliJ, which is another top rated IDE. Those are some really good choices for getting the work done. If you want to learn Java, you could also use Eclipse or IntelliJ's free version. That way you can get familiar with the environment as you study.
