I think it could be C. , but I'm not sure. XOA = 23 , not 90 or 44, thus I think it's C.

you read angles by starting at the first point, moving along the line to the (center) point, then out along a new line to the last point. XOA starts at X, goes to the center O, and then to A. This angle is not 23

OpenStudy (phi):

However, XOA plus the 2 "base" angles add up to 180 XOA + 2*23 = 180 or XOA= 180 - 2*23

so choice C is the correct answer.
