so the first statement says 3y can be less than 30 or equal to 30 since 3y's greastest possible value is 30 which means it can be 30 or less
so 3y<30
well 3y<=30 since 3y can be 30 also we interpret v is at least 7 as v can be 7 or more so v>=7 <--in mathematical symbols
