How do you block someone or report them?

to block someone you press on their name and then on the left bottom it says block

if you want to report.
find a place where the user has said something that (you feel) is inappropriate.
Click "report abuse" below that reply or (below that question).

and when you report make sure to mention:
~ the reason why you reported? (direct answer, language or other)
~ the section (for example Mathematics, or Biology) and the link to the question.
