Whichever they want you to use, just multiply .45*1.5 to get the amount per week, then multiply that result by whichever value they want you to use.

Multiply 1.5 * 52 to get how many gallons per year are used. Then multiply that by 0.45 to get the cost of gallons per year.

That is the gallons a year, you need to take it one step further and multiply it by the cost per gallon.
