Need help answering this question.
What are some positive effect and some negative effect the WTO's operations can have on member countries?

Isn't the WTO made up representatives of other countries central banks? That what I was taught, and that they often come together to discuss what would be a 'good' structure to impose/influence onto other developing countries/countries without a central bank? Or am I thinking about a different organization?
