Which political development is a similarity between the Mesopotamian and Egyptian civilizations? Many cities were built and governed by a small ruling class of priests and a kinglike figure who codified the rule of law. Small monarchies with semidivine kings developed, which led to unification of the kingdoms into one large national state. Conflict between neighboring communities led to the domination of weaker villages and the formation of aggregate states. Several hundred centralized cities with large, self-governing populations were built along the major rivers.
