The United States strongly protested the sinking but otherwise did nothing. Wilson was in possession of the original true manifest of the vessel and knew it was carrying munitions. He believed (falsely as it turned out) that the explosion of these items killed the ship (actual cause probably was a coal dust explosion in one of the bunkers). Wilson did shift American policy strongly toward Britain as a result of the sinking, and his Secretary of State, William Jennings Bryan, was embarrassed before the German Government and obliged to resign.

Later, when the Germans resumed unrestricted submarine warfare and tried to get Mexico to preoccupy the U.S. with a border attack, the U.S. declared war on Germany. The sinking of the Lusitania was a precursor to war, but that didn't happen right away.
