AP STATS problem? could somebody explain to me the answer to this problem? im so confused! thanks for your help :)

i dont see it at all : ( i tried rearranging the numbers into a list with three digits like this 955 929 400 769 335 477 245 016 632 811 941 487 3

so since 955 is not between 1 and 816, we reject that
