I have been struggling with this issue for 3 days and it's killing me!!!!
Three days ago I tried downloading an app from the windows store but something popped up and it said 'My Family must be set up before you can buy this item. Ask your parent to set up My Family settings on windowsphone.com'
So that's exactly what I did. I told my mom to create a microsoft account as instructed and she did that. Afterwards I tried downloading the app again and it said the exact same thing.
I have tried everything I can think of but I've given up. PLEASE HELP IMMEDIATELY!!!

I did sign in with my microsoft account and i also tried deleting it after i realized it wasn't working but the only options it gives me is 'sync'
