I would say the Virginia bill of rights because it has to do with only one state. @Jorge17 You are wrong. The Magna Carta is what got us ready to fight for the war. It was a spark to a fire. And he most likely means American, because of the options... But if he meant the Uk/England then magna carta would be correct.
However, he says _NOT_ If it were American, then it cannot be the Virginia bill of rights, as that is the only one that pertains to the USA. It has to be british because all of those options regard England except the Virginia Bill of Rights.
