BP, MP and other physical characteristics of a substance are dependent on the type (i.e. strength) of the intermolecular forces present. Bromine \((Br_2)\) has only london dispersion forces and are weak, but it's large electron cloud allows for transient polarization creating dipole moments that strengthen their interaction. There is not easy way to know the state of substance though, these are only guidelines.
