I think what they mean by partial products is 563 x 400 and 563 x 10.

then you can sum the partial products to get the product of 410 x 563

Never heard of partial products but I just looked it up and I have to agree with @pgpilot326

we could have also said 563(400+10+0)
but I guess there is no point in saying that 3rd partial product since it is 0
