Some people consider those words as curse words/swear words.

A very good question raised by @girlover and beautifully explained by @TheSmartOne . Words like hell and damn are not directly against the CoC but can be used to insult someone and in that case will be an offence.

That's not entirely true. Words those get filtered are certainly not allowed but it's not exclusive. There are several other unfiltered words which are situational or are slang and shall not be used on OS. The purpose of the language filter is not to define that which words are allowed and which are not but is to minimize the impact of those words on the readers.
