How are graphite (carbon) rods good moderators in a reactor?

because the neutrons emitted from Uranium - 236 is too fast most of the time and need to be slowed by using a moderator, to be able to be absorbed by the uranium - 235 to have a chain reaction........ so how does carbon rods a good moderator?

the control rods absorb the excess neutrons
