See, I am not sure about the first question. If they are saying that we can conserve a resource by using that resource more and more then it's not true. Suppose you want to conserve petroleum then how can you conserve it by using more and more petrol?

But if they are saying that you can conserve a particular energy resource by using anything but that particular resource then it sounds true like if you want to conserve petroleum then don't use it but use other resources like wind energy, light energy etc...

Yes, Chemical energy is basically the potential energy stored in the chemical bonds of a substance. This energy is released when the bonds break and we are able to use it.
