Transmission is what happens, when light strikes an object, and proceeds through the object to the other side. Such objects would be classified as transparent. 
Refraction is what happens during transmission, when light strikes an object and then CHANGES WAVE SPEED during its journey through the object. For incidence that is completely perpendicular, this goes unnoticed.

Refraction is light hitting an object and changing the wave speed.
