Hey there !

What a user is expected to do when they find someone breaching the rule.

Ask any ambassador/moderator to handle the situation, they are well trained and generally know well how to handle those situations. If that is not possible by any case then Inform the user politely about that preferably through PMs. If they continue to breach the rule report them or you can inform the situation to any of the online mod.

If they snap back on you, don't react, reacting will only create more disaster. if they behave too inappropriately then u can report them and move on. Any of the online moderator will take care of that.

Correct. Just nudge a warning  towards the user, and PM a mod/ambassador. Just like Ahi said
