Actually, there is a mod under 18. They tried others too, but found them to not be as reliable. So the one that is, well, still is, but the policy was changed to prevent further issues. That means the one was grandfathered in but others will not be made.
But adults are smarter to catch fake id's.
And people who work for the CIA are even smarter.

Um, under 5 USC FOIA documents, CIA missed it. They thought it was a ploy to make us feel they were not as strong... never realized it was real and poof, fell. Though I don't blame em. I mean, after the whole neutron shell beguilement that caused the neutron bomb scare I can understand why the Soviets were seen as masters of sneaky.

@confluxepic Well, the U2 had these new cameras and radiation detectors that were tested at altitude under weather balloons. The balloons were seen floating above Water Town (the nickname of the base) and all sorts of ruckus started. The government denied it was anything secret and said it was for new weather forecasting equipment they were testing. he press did not believe them and all sorts of stories came out. They also tested high altitude ejection seats on test dummies. They had to go out with troops to find where these things landed. That also caused more speculation on what was really happening on the base. All of this is in declassified documents. Oh, the more well known name for the base is Area 51.
The ejection seats were pumped by a spring. If the spring breaks or bends then the whole flight will have to be aborted. Imagine if the spring breaks or bends in the middle of flight. Mistakes happen.

Um... the spine goes up the neck. Modern ejection seats also use rockets. I do not know how much better that is, but I bet it gets you clear of the plane better. Anyhow, that is all part of the CIA side topic you started and has little to do with how mods are not really held legally responsible for things.
According to the diagrams in C-15 the human neck is separated from the spine. The research done outside is not always 100% true.
